Bill joined the Carter clan by marrying the old man's daughter.

Bill Scarlet would have been the son of Vincent Scarlet (Also known as The Painter). He would have also been married to Angela Scarlet and have a child named Lesley Ann Scarlet with her.
In addition, he would have been, along with almost every other mortal in The Butler Didn't Do It, a suspect behind Carter's murder and ultimately be proven as the one responsible for said murder by poisoning him.

- Bill Scarlet's name is a play on Will Scarlet, a character from the Robin Hood Mythos.
- While he shares his surname with Will Scarlet, the Scarlet family is actually a reference to Miss Scarlet from the board game Clue.
- Miss Scarlet herself is referenced with Lesley Ann Scarlet.
