Bill Ratzenberger is a Handyman that appears in The Calamityville Horror and Poultrygeist when the family there calls him to either fix the chimney when it's clogged up or to check out the wall in the basement when it's broken.
He was then supposed to appear in The Unusual Suspects as a witness due to the discovery of the corpses. However his appearance was cut and replaced by Julie Wu. Possibly due to the fact that it's possible to beat The Calamityville Horror without the family calling him.
