A massive power surge causes every machine to malfunction briefly before the power goes out.

Slow is a tier 8 Electrical power which causes a huge surge of electricity to go through the whole area.
All mortals in the area suffer Heavy Electrical Horror as they are being stuck in place and shocked with electricity. In addition the power causes +4 Machine damage to fragile objects and blows all fuses in the haunter’s location.
