Insane laughter can be heard.
-Description
Laughter is a tier 3 noise power with a small range that causes the haunter to emit sounds of laughing from their location.
If a mortal has below 50 belief the power can make mortals interested in the sound and come to it's source. It can also inflict Curiosity on mortals making them more likely to check that source
If a mortal has 50 or more belief it causes Medium Insanity and make them leave the area.
