A whispering voice only one mortal can hear that slowly drives them mad.

Whisper is a tier 7 noise power with a small range that causes the haunter to emit sounds of someone whispering from their location.
When used and a mortal's Conscious/Subconscious fears are not known it has a 20% chance of inflicting them with Light Insanity. However if they have a revealed Conscious/Subconscious fear of Noise the power automatically causes Medium Noise Horror and Medium Insanity on the Mortals and makes them leave the area.

- Windwalker being able to learn this power might be a reference to how his type was originally called Whisperers.
- Based on the power's beta description, it might have been intended to target single mortals rather then all in an area.
